So OST is de facto a synonym of soundtrack. Also, if a game's music includes a remix of some track or reuses a track originally created for a previous part of the series - this track is almost always included in the OST, even though, by the more strict definition, it shouldn't be included. Not only in colloquial usage, but even in official usage too - OSTs often (though not always - that depends on the terms of the agreement between the devs and the composer) include music licensed for the game rather than created specifically for the game. However, in practice, OST is nearly always just a synonym of soundtrack. I guess there's indeed a more specific meaning of OST, which you are alluding to.
